The lobby organisation Koalition Kultur- und Kreativwirtschaft in Deutschland (k3d) has presented a paper on what it would like to see from politicians in the cultural and creative industries under the next German government in the legislative period from 2025 to 2029.

For its positioning, the association points to the growing importance of the cultural and creative industries for economic value creation, which according to the latest monitoring report amounts to over 100 billion euros and thus around three per cent of German GDP per year.

The demands include networking at the highest political level, for example a cultural summit in the Chancellery. The appointment of a contact person for the cultural and creative industries in 2022, currently Michael Kellner, is praised, but the k3d would like to see his position strengthened. Better networking of this kind should also take place at national and EU level and collect more data that can be used to better align job profiles and funding initiatives.

The association also complains about collateral damage to the industry due to the impact of laws that do not explicitly recognise the sector as an exception. It is therefore calling for a moratorium on burdens and for every upcoming law to be scrutinised for side effects in the cultural and creative industries.

In the digital space, the association is calling for the monopoly position of marketplace operators to be broken up and for the existing rights of artists to be protected against AI exploitation. These regulations should also be harmonised across the EU.
